What are the legal obligations for consumption information (UvI) during the year?
Since the amendment to the Heating Costs Ordinance on December 1, 2021, landlords must provide monthly consumption information if remote-readable measurement technology is available (Section 6a (1)). Since December 2022, only remote-readable, interoperable devices may be installed (§ 5 paragraphs 2—3). From 2027, all existing measuring devices must be retrofitted accordingly (Section 5 (1)).
A legally compliant UvI must contain:
Monthly remote reading of consumption data for heating and/or hot water per user unit
Clear presentation of the user's consumption as well as the comparison with the previous month, the same month of the previous year and comparable households
Maintaining current user or resident data, as the consumption information is personal
Which measurement systems and data sources can be connected?
The KUGU administrator portal seamlessly integrates measurement systems and meters from leading manufacturers such as Lobaro, Engelmann, QUNDIS and Sontex. There is also a direct connection to the Vodafone GK 4.0 platform. LoRaWAN is also supported as a transmission path, for example via Zenner Element IoT — further platforms can be added as required. KUGU Support will assist you with individual configuration and ensure smooth operation.
How is device and system monitoring carried out?
In the administrator portal, the status of all connected devices can be viewed at any time. A traffic light indicator shows at a glance: green — everything is working, orange — there is a problem, red — the device is not sending any data. In the detailed view, faulty devices can be identified in order to quickly rectify faults.
How does KUGU protect measurement and consumption data?
All measurement and consumption data is stored exclusively in certified data centers in Germany. The transfer between devices and the portal is encrypted. Should the connection fail, data collection continues locally so that no information is lost.
